“Open Data Serving the Territory: Towards Effective Local Governance”
How can open data become a practical tool for making public policies more effective while promoting the environmental and economic sustainability of local territories?
This key question will be addressed during the conference “Open Data Serving the Territory: Towards Effective Local Governance”, taking place on 10 June in the prestigious setting of Villa Fabris in Thiene, in the Province of Vicenza.
The event is organised within the framework of the European EnCLOD project — Enhancing Governance Capacities of Local Authorities using Open Data — a strategic initiative funded by the Interreg Central Europe transnational cooperation programme. It is promoted by the Province of Vicenza in close cooperation with IUAV University of Venice and ALDA+.
Within this cooperation framework, European Project Consulting — EPC — plays a key role as an external consultant supporting the Province of Vicenza with the project’s technical coordination.
EPC will actively contribute to the event through a broad introductory presentation delivered by Francesca Borga, EPC Project Manager. The main objective of the event is to promote an open-data culture within public administrations and encourage a modern and participatory approach to territorial governance.
A Programme Rich in Content and High-Level Contributions
The morning session will provide a comprehensive overview, combining institutional contributions with high-level technical presentations.
The event will officially open with institutional greetings from local and regional authorities:
- Roberto Ciambetti, President of the Regional Council of Veneto;
- Andrea Nardin, President of the Province of Vicenza;
- Filippo Negro, Vice-President of the Province of Vicenza.
Following the opening remarks, Francesca Borga from EPC will present the EnCLOD project, outlining its main areas of activity, the progress achieved and the initiative’s future objectives.
Vincenzo Patruno, a recognised open-data expert from ISTAT, will then use practical examples to demonstrate how the effective use of open data can play a crucial role in creating a genuinely transparent and efficient public administration that responds more closely to citizens’ needs.
The second part of the morning, moderated by Nadia Di Iulio from ALDA+, will focus on the close relationship between open data, territorial development and economic competitiveness.
This session will feature contributions from several distinguished speakers:
- Idelfo Borgo — Veneto Region: will provide an updated overview of the current status and dissemination of open data at regional level.
- Nicola Piva — Municipality of Bologna: will present a successful case study and example of good practice implemented at local level.
- Giorgia Zunino — Fondazione Hedu-x ETS: will explore approaches and methodologies related to data-driven governance.
At the end of the morning session, Francesco Bruzzone from IUAV University of Venice will present the EnCLOD pilot action.
This practical initiative focuses on collecting and analysing specific data to optimise winter road salting in mountainous areas. It is a concrete application designed to save valuable public resources, significantly improve road safety and reduce the environmental impact of salt on surrounding land.
Afternoon Workshop and Participation Information
In the afternoon, from 2:00 p.m. to 4:00 p.m., the event will continue with an invitation-only technical training session, also led by Francesco Bruzzone from IUAV University of Venice.
The workshop will focus on the use of open data in relation to climate-related challenges, sustainable mobility and territorial transformations. Participants will be provided with methodological tools to search for relevant data, interpret them correctly and successfully integrate them into urban-planning processes.
